Avalúo Catastral vs Market Value: The Gap That Decides Your Tax Bill

Every Colombian property carries two numbers. One is what the market will pay. The other is what the cadastral authority says it is worth, and that is the one your annual tax is calculated on. The distance between them is where several expensive surprises live.

Foreign buyers discover the avalúo catastral in one of two ways. Either they look it up before buying and use it to model their running costs, or they receive a predial bill three years later that is substantially larger than last year's and have no idea why. This article is about being in the first group.

Two values, two purposes

The avalúo catastral is an administrative valuation assigned by the cadastral authority. It is not an appraisal commissioned by you and it is not what a buyer would pay. It is the state's assessment of the property for fiscal and administrative purposes, built from characteristics like land area, built area, construction type, age, use, and zone.

Market value is what the property trades for. In Colombia, without an MLS or public sale-price data, market value is itself an estimate rather than a published fact, which is a separate problem covered in our article on negotiating in a market with no public sale data.

The two numbers are related but they move independently, and historically the cadastral value has trailed the market, sometimes by a wide margin.

Medellín runs its own cadastre

Cadastral administration in Colombia is not uniformly national. Medellín is among the jurisdictions that maintain their own cadastral authority rather than relying on the national institute, which means local update cycles and local procedures. Practically, this is good news: the data is closer to the ground and the office you deal with is in the city. It also means Medellín's update timing is a local political question, not a national one.

Why the gap matters, in three places

1. It sets your predial

Predial, the annual municipal property tax, is calculated by applying a rate to the cadastral value. The rate is set by municipal agreement and varies by property use and characteristics; the base is the avalúo. So a low cadastral value means a low annual bill, and a cadastral update that raises the value raises the bill proportionally, without anything about your apartment changing.

This is why two apparently similar apartments can carry noticeably different predial bills. One may sit in a zone updated recently, the other in a zone whose valuations are older.

2. It interacts with your capital gains calculation

When you eventually sell, your taxable gain is the sale price minus your adjusted fiscal cost. Colombian tax law provides more than one route to establishing that fiscal cost, and in defined circumstances the cadastral value can feature in it. Which route is available and advantageous depends on your specific facts and is exactly the kind of question a Colombian accountant answers in ten minutes and a foreigner guesses at for months.

3. It functions as a floor on declared value

This is the connection to the under-declaration trap. Colombian tax law addresses the relationship between declared transaction values and real commercial value, and the cadastral value operates in practice as a reference floor: you cannot simply record whatever number suits you on the escritura. Attempts to declare below the cadastral value run into resistance at the notary and scrutiny from the tax authority afterwards.

Where this bites visa buyers specifically

If your residency application rests on the property clearing an SMMLV-indexed threshold, the deed value is what counts. Anyone advising you to declare low to save on transfer costs is proposing to reduce the exact number your visa depends on, raise your future capital gains, and expose you to penalties. The actualización catastral, and the bill that jumps

Cadastral values do not drift gently upward forever. Authorities periodically run an actualización catastral, a systematic revaluation of a zone. When a zone that has not been updated in years is finally revalued, cadastral values can move sharply, and predial bills move with them.

For owners, this is the single largest source of unpleasant surprise in the annual cost of holding Colombian property. It is also politically contentious, and Colombian law contains mechanisms limiting how much predial can increase year over year in certain circumstances, which soften but do not eliminate the effect.

What this means for a buyer:

Checking the avalúo before you buy

  1. Ask the seller for recent predial bills. Two or three years of them. The bill states the cadastral value and the tax charged, and the trend across years tells you whether the property has already been through an update.
  2. Verify with the cadastral authority rather than trusting the listing. The avalúo is administrative data attached to the property, and it can be confirmed independently.
  3. Compare avalúo to asking price. Not as a valuation method, but as context. An unusually wide gap suggests more update exposure ahead.
  4. Confirm the property characteristics on record are accurate. Built area, use, and construction details drive the assessment. Errors happen, and they can run in either direction.

If you think the assessment is wrong

Cadastral assessments can be contested. If the recorded characteristics of your property are inaccurate, for example the built area is overstated or the use is misclassified, there is an administrative route to request review and correction with the cadastral authority.

Worth pursuing when there is a factual error on the record. Less worth pursuing when your complaint is simply that the valuation feels high, since a revaluation reflecting genuine local market movement is doing what it is designed to do. A local accountant or attorney will tell you quickly which situation you are in.

Predial rates, cadastral update cycles, statutory limits on year-over-year increases, and the routes for establishing fiscal cost all vary and change. Bottom line

The avalúo catastral is the number the state uses and the market ignores, right up until it becomes the number that sets your bill. Look it up before you buy, ask for several years of predial receipts, find out when the zone was last updated, and treat a very low assessment in a fast-appreciating barrio as a deferred cost rather than a saving.

And when someone suggests recording a low value on the escritura, understand that you would be reducing the figure your visa relies on and inflating the gain you will be taxed on later, in exchange for a modest one-time saving. That trade has never been a good one.
